What can start as one type of contact can quickly escalate into something more. Sometimes a violent or deadly encounter. It started with then, British Home Secretary Sir Robert Peel. He recognized the need for a professional and respected police force in London after years of lawlessness and urban social disorder.  With time the police or "bobby's" earned public endorsement. He and his team faced certain death when their ship sank, and they were forced to survice on the ice for several months.
