Ruben believes in order to curb police misconduct law enforcement officers in the United States should hold their own liability insurance. Ruben doesn't think that citizens should have to be "on the hook" to pay settlements for officer misconduct. Ruben wrote an aritlce in the Las Cruces Sun Times (NM) about this very topic.
